After nearly 50 years of independence and development efforts backed by more than half a trillion dollars of Western aid, most of Africa's citizens are poorer than ever. And yet, in 2005, the participants at the Glenneagles Summit agreed to double aid to US$50 billion by 2010, of which 50% would go to Africa. The 25 members of the European Union committed themselves to double aid to US$80 billion by 2010, and 15 members of the United Nations agreed to achieve the target of donating 0.7% of their gross domestic product (GDP) as aid. At the same time, global financial institutions undertook to cancel US$55 million of debt to 18 countries, 14 of which were in Africa.
